महाराष्ट्र में एमवीए में हुआ सीटों का बंटवारा, कांग्रेस को मिली 17 सीटें, जानें शरद पवार और उद्धव ठाकरे को क्या मिला

महाराष्ट्र में महाविकास अघाड़ी के बीच लोकसभा चुनाव के लिए सीटों का बंटवारा हो गया है। तीनों दलों के सांगली, भिवंडी और मुंबई नॉर्थ सीट पर टकराव बना हुआ था। हालांकि अब तस्वीर साफ हो गई है। महाराष्ट्र में लोकसभा की 48 सीटें हैं। इनमें से उद्धव ठाकरे की शिवसेना (बाला साहेब ठाकरे) 21, शरद पवार की राष्ट्रवादी कांग्रेस पार्टी (शरद चंद्र पवार) 10 और कांग्रेस 17 सीटों पर अपने उम्मीदवार उतारेगी।
सीट शेयरिंग फॉर्मूले की घोषणा के लिए एमवीए ने प्रेस कॉन्फ्रेंस बुलाई थी। इसमें शिवसेना (यूबीटी) के प्रमुख उद्धव ठाकरे, कांग्रेस के प्रदेश अध्यक्ष नाना पटोले और एनसीपी (एससीपी) के प्रमुख शरद पवार समेत अन्य वरिष्ठ नेता मौजूद रहे। राकांपा (शरद गुट) प्रमुख शरद पवार, शिवसेना (यूबीटी) नेता उद्धव ठाकरे और प्रदेश कांग्रेस अध्यक्ष नाना पटोले ने हफ्तों की बातचीत के बाद यहां एक संवाददाता सम्मेलन में सीटों के बंटवारे के फॉर्मूले का एलान किया।
कांग्रेस 17 सीटों पर चुनाव लड़ेगी
कांग्रेस नंदरबार, धुले, अकोला, अमरावती, नागपुर, बांद्र, गढ़चिरौली, चंद्रपुर, नांदेड़, जलना, मुंबई नॉर्थ सेंट्रल, पुणे, लातूर, सोलापुर,कोल्हापुर और नॉर्थ मुंबई से लड़ेगी।
शरद पवार की एनसीपी 10 सीटों पर चुनाव लड़ेगी
शरद पवार की पार्टी बारामती, शिरपुर, सतारा, भिवंडी, वर्धा, अहमदनगर दक्षिण, भीड़, मधा, डिंडौरी, रावेर सीट पर लड़ेगी।
उद्धव ठाकरे की शिवसेना 21 सीटों पर चुनाव लड़ेगी
उद्धव ठाकरे का दल जलगांव, परभणी, नासिक, पालघर, कल्याण, ठाणे, रायगढ़, मवाल, धाराशिव, रत्नागिरी, बुलढाणा, शिरडी, संभाजीनगर, सांगली, मुंबई नॉर्थ वेस्ट, मुंबई साउथ, मुंबई नॉर्थ ईस्ट, मुंबई साउथ सेंट्रल, यवतमाल, हिंगोली और हातकणंगले सीटों पर लड़ेगा।
बता दें कि तीनों दलों के सांगली, भिवंडी और मुंबई नॉर्थ सीट पर टकराव बना हुआ था। कांग्रेस ने सांगली और भिवंडी सीटों पर अपना दावा छोड़ दिया है। अब सांगली से शिवसेना (यूबीटी) और भिवंडी से एनसीपी (शरद गुट) चुनाव लड़ेगी।
पिछले लोकसभा चुनाव में कांग्रेस 26 और एनसीपी 22 सीटों पर चुनाव लड़ी थी। उस समय शिवसेना और बीजेपी का गठबंधन था। उद्धव ठाकरे 2019 में जीती गई सीटों पर दावा कर चुके थे। पांच साल में शिवसेना और एनसीपी में बगावत के बाद बंटवारा हो गया। इसके बाद कांग्रेस, शिवसेना (यूबीटी) और एनसीपी (शरदचंद्र पवार) के बीच नए सिरे से सीटों पर तालमेल पर चर्चा हुई। शिवसेना पहले 27 सीटों पर अड़ी थी, बाद में वह 23 लोकसभा सीटों पर दावा करने लगी। अंत में उसने एकतरफा 21 सीटों पर कैंडिडेट घोषित कर दिए थे। प्रकाश अंबेडकर के नेतृत्व वाली वंचित बहुजन अघाड़ी ऊहापोह के बीच एमवीए से बाहर चली गई और 9 सीटों पर कैंडिडेट उतार दिए। अब कांग्रेस सिर्फ 17 सीटों पर चुनाव लड़ रही है। कांग्रेस के कई नेता इससे नाराज होकर पार्टी से अलग हो चुके हैं।
लगत है अब महाराष्ट्र सरकार ने भी उत्तर प्रदेश की योगी सरकार की राह पर चलने का फैसला कर लिया है। जिस तरह यूपी की योगी सरकार ने मुगलकालीन नामों को बदलने का काम शुरू किया है ठीक उसी तरह महाराष्ट्र की एकनाथ शिदें सरकार भी करती दिख रही है। महाराष्ट्र में एक और जिले का नाम बदलने का फैसला किया गया है। इसे महाराष्ट्र कैबिनेट की मंजूरी मिल गई है। अहमदनगर जिला का नाम अब बदलकर अहिल्या नगर करने का फैसला किया गया है। इससे पहले औरंगाबाद का नाम संभाजी नगर और उस्मानाबाद का नाम धाराशिव रखा गया था।
मुख्यमंत्री एकनाथ शिंदे के नेतृत्व वाली कैबिनेट ने बुधवार को अहमदनगर का नाम बदलकर अहिल्या नगर करने के प्रस्ताव को मंजूरी दी। पिछले साल सीएम एकनाथ शिंदे ने 18वीं सदी की मराठा रानी अहिल्याबाई होल्कर के सम्मान में अहमदनगर शहर का नाम बदलकर 'अहिल्यानगर' करने की घोषणा की थी। यह घोषणा अहिल्याबाई होल्कर की 298वीं जयंती पर की गई थी।
इसके साथ ही महाराष्ट्र कैबिनेट ने आठ मुंबई रेलवे स्टेशनों के नाम बदलने का फैसला किया है। महाराष्ट्र कैबिनेट ने फैसला किया है कि ब्रिटिश काल के नाम वाले स्टेशनों के नाम बदल दिए जाएंगे।
लंबे समय हो रही थी नाम बदलने की मांग
अहमदनगर का नाम बदलने की मांग लंबे समय से चल रही थी। साल 2022 में भाजपा विधायक गोपीचंद पडलकर ने तत्कालीन सीएम उद्धव ठाकरे को पत्र लिखकर जिले का नाम बदलकर “अहिल्यानगर” करने की मांग की थी। उन्होंने पत्र में कहा था कि अहमदनगर रानी अहिल्यादेवी होलकर का जन्म स्थान है। इसलिए अहमदनगर शहर का नाम बदलकर अहिल्यानगर करना रानी अहिल्या देवी होलकर का सम्मान करने जैसा है। मुख्यमंत्री को भेजे पत्र में पडलकर ने लिखा था कि यह सिर्फ उनकी मांग नहीं हैं, बल्कि लोगों की भावना है कि अहमदनगर का नाम अहिल्यानगर हो। उन्होंने कहा कि जब मुगल सैनिक हिंदू मंदिर गिरा रहे थे, तब अहिल्यादेवी होलकर ने उनका पुनर्निर्माण कराकर हिंदू संस्कृति को बचाया था। इसलिए वह हर हिंदू के लिए आदर्श हैं।
पहले भी बदले जा चुने हैं 2 जिलों के नाम
इससे पहले राज्य सरकार ने औरंगाबाद का नाम संभाजी नगर और उस्मानाबाद का नाम धाराशिव रखा था। लोकसभा चुनाव से पहले अहमदनगर का नाम बदलने से यह राजनैतिक मुद्दा बन सकता है।

महाराष्ट्र की राजनीति के लिए आज का दिन कापी अहम है।महाराष्ट्र विधानसभा के अध्यक्ष राहुल नार्वेकर ने मुख्यमंत्री एकनाथ शिंदे सहित 16 विधायकों की अयोग्यता मामले में फैसला सुनाया। 16 बागी विधायकों के अयोग्यता पर फैसले में स्पीकर राहुल नार्वेकर ने उद्धव गुट को बड़ा झटका दिया है।महाराष्ट्र विधानसभा अध्यक्ष राहुल नार्वेकर ने विधायकों की आयोग्यता पर अपना फैसला सुनाते हुए कहा कि एकनाथ शिंदे गुट की पार्टी ही असल शिवसेना है। विधानसभा में फैसला सुनाते हुए विधानसभा अध्यक्ष राहुल नार्वेकर ने कहा कि सुप्रीम कोर्ट के दिशा-निर्देश में सभी बिन्दुओं पर गहन विचार करते हुए यह फैसला लिया गया है।
राहुल नार्वेकर ने अपने फैसले में सभी घटनाक्रमों पर सिलसिलेवार ढंग से प्रकाश डाला। स्पीकर राहुल नार्वेकर ने 1200 पन्नों के आदेश को पढ़ते हुए कहा कि शिवसेना का 1999 का संविधान की सर्वोपरि है। हम उनका 2018 का संशोधित संविधान स्वीकार नहीं कर सकते। यह संसोधन चुनाव आयोग के रिकॉर्ड में नहीं है। उन्होंने इस दौरान शिवसेना के संगठन में चुनाव का मुद्दा भी उठाया। उन्होंने कहा कि साल 2018 में संगठन में चुनाव नहीं है। हमें 2018 के संगठन नेतृत्व को भी ध्यान में रखना होगा। उन्होंने कहा कि मेरे पास सीमित मुद्दा है और वह यह है कि असली शिवसेना कौन है। दोनों ही गुट अपने असली होने का दावा कर रहे हैं।

महाराष्ट्र विधानसभा अध्यक्ष राहुल नार्वेकर ने सुप्रीम कोर्ट और निर्वाचन आयोग के कई फैसलों का हवाला दिया। उन्होंने कहा कि दोनों धड़ों (शिवसेना के दो गुटों) द्वारा चुनाव आयोग को सौंपे गए संविधान पर कोई आम सहमति नहीं है। नेतृत्व संरचना पर दोनों पार्टियों के विचार अलग-अलग हैं। एकमात्र पहलू बहुमत का है। मुझे विवाद से पहले मौजूद नेतृत्व संरचना को ध्यान में रखते हुए प्रासंगिक संविधान तय करना होगा। उन्होंने कहा कि 2018 का संशोधित संविधान चुनाव आयोग के रिकॉर्ड में नहीं है। शिवसेना का 1999 का संविधान ही मान्य है। चुनाव आयोग के रिकॉर्ड में भी शिंदे गुट ही असली शिवसेना है।
उद्धव के पास शिंदे को हटाने का अधिकार नहीं
महाराष्ट्र विधानसभा स्पीकर ने फैसला पढ़ते हुए कहा उद्धव ठाकरे के पास एक नाथ शिंदे को नेता पद से हटाने का अधकिार नहीं है। वह शिंदे को नहीं हटा सकते। स्पीकर राहुल नार्वेकर ने कहा कि उद्धव के पास शिवसेना के किसी भी सदस्य को हटाने का अधिकार नहीं है। स्पीकर राहुल नार्वेकर ने कहा कि शिंदे को हटाने के लिए उद्धव को बहुमत की जरूरत थी जो उनके पास नहीं था। वह सिर्फ इसलिए किसी को नहीं हटा सकते कि कोई व्यक्ति उन्हें पसंद नहीं है। इसलिए शिंदे को हटाया जाना गलत था। यदि शिंदे को हटाया जाना था तो इसका फैसला कार्यकारिणी का होना चाहिए था।राष्ट्रीय कार्यकारिणी पर उद्धव गुट का रुख साफ नहीं है। इसी के साथ 25 जून 2022 के कार्यकारिणी के प्रस्तावों को स्पीकर ने अमान्य करार दिया है।
बता दें कि जून 2022 में एकनाथ शिंदे ने शिवसेना के कुछ विधायकों के साथ महाराष्ट्र सरकार से बगावत कर दी थी। एकनाथ शिंदे बीजेपी के समर्थन से राज्य के नए मुख्यमंत्री बन गए। शिंदे ने अपने समर्थकों के साथ दावा किया कि उनकी पार्टी ही असली शिवसेना है। इस पर उद्धव ठाकरे ने सुप्रीम कोर्ट का दरवाजा खटखटाते हुए बागी विधायकों को अयोग्य ठहराने के लिए एक याचिका दाखिल की थी। उद्धव ठाकरे की याचिका के बाद ही एकनाथ शिंदे ने ठाकरे गुट के विधायकों को अयोग्य ठहराने की याचिका दाखिल कर दी थी। कोर्ट ने सारा मामला विधानसभा स्पीकर के पाले में डाल दिया कि स्पीकर ही विधायकों की योग्यता-अयोग्यता का फैसला करेंगे। इसके लिए पहले तो 31 दिसंबर की तारीख तय की गई थी।बाद में इसे बढ़ाकर 10 जनवरी का दिन मुकर्रर कर दिया गया।
महाराष्ट्र की राजनीति में हलचल मची हुई है। एक तरफ इंडिया गठबंधन में सीट शेयरिंग पर तकरार है तो वहीं दूसरी तरफ शिंदे दल के 16 विधायकों पर अयोग्यता का खतरा मंडरा रहा है। विधानसभा अध्यक्ष राहुल नार्वेकर आज सीएम एकनाथ शिंदे समेत शिवसेना के 16 विधायकों के खिलाफ दल बदल कानून के तहत अयोग्यता पर अपना फैसला सुनाएंगे। बता दें, सर्वोच्च अदालत ने 10 जनवरी तक फैसला सुनाने का निर्देश दिया था।
महाराष्ट्र की राजनीति के लिए आज यानी बुधवार का दिन बेहद अहम है। महाराष्ट्र सरकार के 16 विधायकों की अयोग्यता पर फैसला आना है। शिवसेना विधायकों की अयोग्यता के मामले में फैसला आने से पहले महाराष्ट्र के उपमुख्यमंत्री देवेंद्र फडणवीस ने कहा है कि सरकार हमारी ही रहेगी।
उद्धव गुट पहले ही सुप्रीम कोर्ट पहुंचा
इस बीच इस मामले को लेकर शिवसेना का उद्धव गुट पहले ही सुप्रीम कोर्ट पहुंच गया है। उद्धव गुट ने फैसला सुनाने के लिए निर्धारित 10 जनवरी की समय सीमा से महज तीन दिन पहले विधानसभा अध्यक्ष और सीएम शिंदे के बीच मुलाकात की निंदा की है और इसको सुप्रीम कोर्ट के ध्यान में लाने के लिए प्रतिज्ञा पत्र दाखिल किया है। बता दें कि सुप्रीम कोर्ट ने 15 दिसंबर 2023 को अयोग्यता याचिकाओं पर फैसला करने की समय सीमा 31 दिसंबर से बढ़ाकर 10 जनवरी कर दी थी।
कौन हैं वो 16 विधायक?
जिन 16 विधायकों की अयोग्यता पर फैसला आना है, उनमें एकनाथ शिंदे, महेश शिंदे, अब्दुल सत्तार, गोगावाले, संजय शिरसातो, यामिनी जाधव, अनिल बाबरी, तानाजी सावंत, लता सोनवणे, प्रकाश सर्वे, बालाजी किनीकारो, संदीपन भुमरे, बालाजी कल्याणकारी, रमेश बोनारे, चिमनराव पाटिल, संजय रायमुनकरी शामिल हैं।
बता दें कि जून 2022 में एकनाथ शिंदे समेत कई विधायक बागी हो गए थे। इसके बाद शिवसेना दो फाड़ हो गई थी और उद्धव ठाकरे की अगुवाई वाली महा विकास अघाड़ी की सरकार गिर गई थी, जिसमें कांग्रेस और एनसीपी शामिल थे। विद्रोह के बाद जून 2022 में शिंदे बीजेपी के समर्थन से मुख्यमंत्री बने थे।

महाराष्ट्र में महाविकास अघाड़ी के बीच लोकसभा चुनाव के लिए सीटों का बंटवारा हो गया है। तीनों दलों के सांगली, भिवंडी और मुंबई नॉर्थ सीट पर टकराव बना हुआ था। हालांकि अब तस्वीर साफ हो गई है। महाराष्ट्र में लोकसभा की 48 सीटें हैं। इनमें से उद्धव ठाकरे की शिवसेना (बाला साहेब ठाकरे) 21, शरद पवार की राष्ट्रवादी कांग्रेस पार्टी (शरद चंद्र पवार) 10 और कांग्रेस 17 सीटों पर अपने उम्मीदवार उतारेगी।
सीट शेयरिंग फॉर्मूले की घोषणा के लिए एमवीए ने प्रेस कॉन्फ्रेंस बुलाई थी। इसमें शिवसेना (यूबीटी) के प्रमुख उद्धव ठाकरे, कांग्रेस के प्रदेश अध्यक्ष नाना पटोले और एनसीपी (एससीपी) के प्रमुख शरद पवार समेत अन्य वरिष्ठ नेता मौजूद रहे। राकांपा (शरद गुट) प्रमुख शरद पवार, शिवसेना (यूबीटी) नेता उद्धव ठाकरे और प्रदेश कांग्रेस अध्यक्ष नाना पटोले ने हफ्तों की बातचीत के बाद यहां एक संवाददाता सम्मेलन में सीटों के बंटवारे के फॉर्मूले का एलान किया।
कांग्रेस 17 सीटों पर चुनाव लड़ेगी
कांग्रेस नंदरबार, धुले, अकोला, अमरावती, नागपुर, बांद्र, गढ़चिरौली, चंद्रपुर, नांदेड़, जलना, मुंबई नॉर्थ सेंट्रल, पुणे, लातूर, सोलापुर,कोल्हापुर और नॉर्थ मुंबई से लड़ेगी।
शरद पवार की एनसीपी 10 सीटों पर चुनाव लड़ेगी
शरद पवार की पार्टी बारामती, शिरपुर, सतारा, भिवंडी, वर्धा, अहमदनगर दक्षिण, भीड़, मधा, डिंडौरी, रावेर सीट पर लड़ेगी।
उद्धव ठाकरे की शिवसेना 21 सीटों पर चुनाव लड़ेगी
उद्धव ठाकरे का दल जलगांव, परभणी, नासिक, पालघर, कल्याण, ठाणे, रायगढ़, मवाल, धाराशिव, रत्नागिरी, बुलढाणा, शिरडी, संभाजीनगर, सांगली, मुंबई नॉर्थ वेस्ट, मुंबई साउथ, मुंबई नॉर्थ ईस्ट, मुंबई साउथ सेंट्रल, यवतमाल, हिंगोली और हातकणंगले सीटों पर लड़ेगा।
बता दें कि तीनों दलों के सांगली, भिवंडी और मुंबई नॉर्थ सीट पर टकराव बना हुआ था। कांग्रेस ने सांगली और भिवंडी सीटों पर अपना दावा छोड़ दिया है। अब सांगली से शिवसेना (यूबीटी) और भिवंडी से एनसीपी (शरद गुट) चुनाव लड़ेगी।
पिछले लोकसभा चुनाव में कांग्रेस 26 और एनसीपी 22 सीटों पर चुनाव लड़ी थी। उस समय शिवसेना और बीजेपी का गठबंधन था। उद्धव ठाकरे 2019 में जीती गई सीटों पर दावा कर चुके थे। पांच साल में शिवसेना और एनसीपी में बगावत के बाद बंटवारा हो गया। इसके बाद कांग्रेस, शिवसेना (यूबीटी) और एनसीपी (शरदचंद्र पवार) के बीच नए सिरे से सीटों पर तालमेल पर चर्चा हुई। शिवसेना पहले 27 सीटों पर अड़ी थी, बाद में वह 23 लोकसभा सीटों पर दावा करने लगी। अंत में उसने एकतरफा 21 सीटों पर कैंडिडेट घोषित कर दिए थे। प्रकाश अंबेडकर के नेतृत्व वाली वंचित बहुजन अघाड़ी ऊहापोह के बीच एमवीए से बाहर चली गई और 9 सीटों पर कैंडिडेट उतार दिए। अब कांग्रेस सिर्फ 17 सीटों पर चुनाव लड़ रही है। कांग्रेस के कई नेता इससे नाराज होकर पार्टी से अलग हो चुके हैं।
लगत है अब महाराष्ट्र सरकार ने भी उत्तर प्रदेश की योगी सरकार की राह पर चलने का फैसला कर लिया है। जिस तरह यूपी की योगी सरकार ने मुगलकालीन नामों को बदलने का काम शुरू किया है ठीक उसी तरह महाराष्ट्र की एकनाथ शिदें सरकार भी करती दिख रही है। महाराष्ट्र में एक और जिले का नाम बदलने का फैसला किया गया है। इसे महाराष्ट्र कैबिनेट की मंजूरी मिल गई है। अहमदनगर जिला का नाम अब बदलकर अहिल्या नगर करने का फैसला किया गया है। इससे पहले औरंगाबाद का नाम संभाजी नगर और उस्मानाबाद का नाम धाराशिव रखा गया था।
मुख्यमंत्री एकनाथ शिंदे के नेतृत्व वाली कैबिनेट ने बुधवार को अहमदनगर का नाम बदलकर अहिल्या नगर करने के प्रस्ताव को मंजूरी दी। पिछले साल सीएम एकनाथ शिंदे ने 18वीं सदी की मराठा रानी अहिल्याबाई होल्कर के सम्मान में अहमदनगर शहर का नाम बदलकर 'अहिल्यानगर' करने की घोषणा की थी। यह घोषणा अहिल्याबाई होल्कर की 298वीं जयंती पर की गई थी।
इसके साथ ही महाराष्ट्र कैबिनेट ने आठ मुंबई रेलवे स्टेशनों के नाम बदलने का फैसला किया है। महाराष्ट्र कैबिनेट ने फैसला किया है कि ब्रिटिश काल के नाम वाले स्टेशनों के नाम बदल दिए जाएंगे।
लंबे समय हो रही थी नाम बदलने की मांग
अहमदनगर का नाम बदलने की मांग लंबे समय से चल रही थी। साल 2022 में भाजपा विधायक गोपीचंद पडलकर ने तत्कालीन सीएम उद्धव ठाकरे को पत्र लिखकर जिले का नाम बदलकर “अहिल्यानगर” करने की मांग की थी। उन्होंने पत्र में कहा था कि अहमदनगर रानी अहिल्यादेवी होलकर का जन्म स्थान है। इसलिए अहमदनगर शहर का नाम बदलकर अहिल्यानगर करना रानी अहिल्या देवी होलकर का सम्मान करने जैसा है। मुख्यमंत्री को भेजे पत्र में पडलकर ने लिखा था कि यह सिर्फ उनकी मांग नहीं हैं, बल्कि लोगों की भावना है कि अहमदनगर का नाम अहिल्यानगर हो। उन्होंने कहा कि जब मुगल सैनिक हिंदू मंदिर गिरा रहे थे, तब अहिल्यादेवी होलकर ने उनका पुनर्निर्माण कराकर हिंदू संस्कृति को बचाया था। इसलिए वह हर हिंदू के लिए आदर्श हैं।
पहले भी बदले जा चुने हैं 2 जिलों के नाम
इससे पहले राज्य सरकार ने औरंगाबाद का नाम संभाजी नगर और उस्मानाबाद का नाम धाराशिव रखा था। लोकसभा चुनाव से पहले अहमदनगर का नाम बदलने से यह राजनैतिक मुद्दा बन सकता है।

शिंदे गुट ही असली शिवसेना, फैसला पढ़ते हुए स्पीकर ने कहा- सीएम शिंदे को हटाने का अधिकार उद्धव के पास नहीं

महाराष्ट्र की राजनीति के लिए आज का दिन कापी अहम है।महाराष्ट्र विधानसभा के अध्यक्ष राहुल नार्वेकर ने मुख्यमंत्री एकनाथ शिंदे सहित 16 विधायकों की अयोग्यता मामले में फैसला सुनाया। 16 बागी विधायकों के अयोग्यता पर फैसले में स्पीकर राहुल नार्वेकर ने उद्धव गुट को बड़ा झटका दिया है।महाराष्ट्र विधानसभा अध्यक्ष राहुल नार्वेकर ने विधायकों की आयोग्यता पर अपना फैसला सुनाते हुए कहा कि एकनाथ शिंदे गुट की पार्टी ही असल शिवसेना है। विधानसभा में फैसला सुनाते हुए विधानसभा अध्यक्ष राहुल नार्वेकर ने कहा कि सुप्रीम कोर्ट के दिशा-निर्देश में सभी बिन्दुओं पर गहन विचार करते हुए यह फैसला लिया गया है।
राहुल नार्वेकर ने अपने फैसले में सभी घटनाक्रमों पर सिलसिलेवार ढंग से प्रकाश डाला। स्पीकर राहुल नार्वेकर ने 1200 पन्नों के आदेश को पढ़ते हुए कहा कि शिवसेना का 1999 का संविधान की सर्वोपरि है। हम उनका 2018 का संशोधित संविधान स्वीकार नहीं कर सकते। यह संसोधन चुनाव आयोग के रिकॉर्ड में नहीं है। उन्होंने इस दौरान शिवसेना के संगठन में चुनाव का मुद्दा भी उठाया। उन्होंने कहा कि साल 2018 में संगठन में चुनाव नहीं है। हमें 2018 के संगठन नेतृत्व को भी ध्यान में रखना होगा। उन्होंने कहा कि मेरे पास सीमित मुद्दा है और वह यह है कि असली शिवसेना कौन है। दोनों ही गुट अपने असली होने का दावा कर रहे हैं।
सुप्रीम कोर्ट और निर्वाचन आयोग के कई फैसलों का दिया हवाला
महाराष्ट्र विधानसभा अध्यक्ष राहुल नार्वेकर ने सुप्रीम कोर्ट और निर्वाचन आयोग के कई फैसलों का हवाला दिया। उन्होंने कहा कि दोनों धड़ों (शिवसेना के दो गुटों) द्वारा चुनाव आयोग को सौंपे गए संविधान पर कोई आम सहमति नहीं है। नेतृत्व संरचना पर दोनों पार्टियों के विचार अलग-अलग हैं। एकमात्र पहलू बहुमत का है। मुझे विवाद से पहले मौजूद नेतृत्व संरचना को ध्यान में रखते हुए प्रासंगिक संविधान तय करना होगा। उन्होंने कहा कि 2018 का संशोधित संविधान चुनाव आयोग के रिकॉर्ड में नहीं है। शिवसेना का 1999 का संविधान ही मान्य है। चुनाव आयोग के रिकॉर्ड में भी शिंदे गुट ही असली शिवसेना है।
उद्धव के पास शिंदे को हटाने का अधिकार नहीं
महाराष्ट्र विधानसभा स्पीकर ने फैसला पढ़ते हुए कहा उद्धव ठाकरे के पास एक नाथ शिंदे को नेता पद से हटाने का अधकिार नहीं है। वह शिंदे को नहीं हटा सकते। स्पीकर राहुल नार्वेकर ने कहा कि उद्धव के पास शिवसेना के किसी भी सदस्य को हटाने का अधिकार नहीं है। स्पीकर राहुल नार्वेकर ने कहा कि शिंदे को हटाने के लिए उद्धव को बहुमत की जरूरत थी जो उनके पास नहीं था। वह सिर्फ इसलिए किसी को नहीं हटा सकते कि कोई व्यक्ति उन्हें पसंद नहीं है। इसलिए शिंदे को हटाया जाना गलत था। यदि शिंदे को हटाया जाना था तो इसका फैसला कार्यकारिणी का होना चाहिए था।राष्ट्रीय कार्यकारिणी पर उद्धव गुट का रुख साफ नहीं है। इसी के साथ 25 जून 2022 के कार्यकारिणी के प्रस्तावों को स्पीकर ने अमान्य करार दिया है।
बता दें कि जून 2022 में एकनाथ शिंदे ने शिवसेना के कुछ विधायकों के साथ महाराष्ट्र सरकार से बगावत कर दी थी। एकनाथ शिंदे बीजेपी के समर्थन से राज्य के नए मुख्यमंत्री बन गए। शिंदे ने अपने समर्थकों के साथ दावा किया कि उनकी पार्टी ही असली शिवसेना है। इस पर उद्धव ठाकरे ने सुप्रीम कोर्ट का दरवाजा खटखटाते हुए बागी विधायकों को अयोग्य ठहराने के लिए एक याचिका दाखिल की थी। उद्धव ठाकरे की याचिका के बाद ही एकनाथ शिंदे ने ठाकरे गुट के विधायकों को अयोग्य ठहराने की याचिका दाखिल कर दी थी। कोर्ट ने सारा मामला विधानसभा स्पीकर के पाले में डाल दिया कि स्पीकर ही विधायकों की योग्यता-अयोग्यता का फैसला करेंगे। इसके लिए पहले तो 31 दिसंबर की तारीख तय की गई थी।बाद में इसे बढ़ाकर 10 जनवरी का दिन मुकर्रर कर दिया गया।
महाराष्ट्र की राजनीति में हलचल मची हुई है। एक तरफ इंडिया गठबंधन में सीट शेयरिंग पर तकरार है तो वहीं दूसरी तरफ शिंदे दल के 16 विधायकों पर अयोग्यता का खतरा मंडरा रहा है। विधानसभा अध्यक्ष राहुल नार्वेकर आज सीएम एकनाथ शिंदे समेत शिवसेना के 16 विधायकों के खिलाफ दल बदल कानून के तहत अयोग्यता पर अपना फैसला सुनाएंगे। बता दें, सर्वोच्च अदालत ने 10 जनवरी तक फैसला सुनाने का निर्देश दिया था।
महाराष्ट्र की राजनीति के लिए आज यानी बुधवार का दिन बेहद अहम है। महाराष्ट्र सरकार के 16 विधायकों की अयोग्यता पर फैसला आना है। शिवसेना विधायकों की अयोग्यता के मामले में फैसला आने से पहले महाराष्ट्र के उपमुख्यमंत्री देवेंद्र फडणवीस ने कहा है कि सरकार हमारी ही रहेगी।
उद्धव गुट पहले ही सुप्रीम कोर्ट पहुंचा
इस बीच इस मामले को लेकर शिवसेना का उद्धव गुट पहले ही सुप्रीम कोर्ट पहुंच गया है। उद्धव गुट ने फैसला सुनाने के लिए निर्धारित 10 जनवरी की समय सीमा से महज तीन दिन पहले विधानसभा अध्यक्ष और सीएम शिंदे के बीच मुलाकात की निंदा की है और इसको सुप्रीम कोर्ट के ध्यान में लाने के लिए प्रतिज्ञा पत्र दाखिल किया है। बता दें कि सुप्रीम कोर्ट ने 15 दिसंबर 2023 को अयोग्यता याचिकाओं पर फैसला करने की समय सीमा 31 दिसंबर से बढ़ाकर 10 जनवरी कर दी थी।
कौन हैं वो 16 विधायक?
जिन 16 विधायकों की अयोग्यता पर फैसला आना है, उनमें एकनाथ शिंदे, महेश शिंदे, अब्दुल सत्तार, गोगावाले, संजय शिरसातो, यामिनी जाधव, अनिल बाबरी, तानाजी सावंत, लता सोनवणे, प्रकाश सर्वे, बालाजी किनीकारो, संदीपन भुमरे, बालाजी कल्याणकारी, रमेश बोनारे, चिमनराव पाटिल, संजय रायमुनकरी शामिल हैं।
बता दें कि जून 2022 में एकनाथ शिंदे समेत कई विधायक बागी हो गए थे। इसके बाद शिवसेना दो फाड़ हो गई थी और उद्धव ठाकरे की अगुवाई वाली महा विकास अघाड़ी की सरकार गिर गई थी, जिसमें कांग्रेस और एनसीपी शामिल थे। विद्रोह के बाद जून 2022 में शिंदे बीजेपी के समर्थन से मुख्यमंत्री बने थे।
